Read the law and the conduct standards, then apply in the server. Applying is free. If you're approved, whitelist access is a one-time $40.
Open the New York launcher, sign in and select Enter the City. Keep the launcher open while you play; closing it ends your linked FiveM session.
Your first load opens character creation. Give them a name that belongs on a state ID. You can make more than one character later, and each keeps their own money, skills and history.

Open a Chase account first: four branches, and a debit card for paying at the register. Then eat something; hunger and thirst count.
Let the bar finish, press Esc once, and restart FiveM if it still hangs. Reconnecting again and again sends you to the back of the line.

Neighborhoods shown are a sample; every one in the real city is there. The map marks public places like banks, stores, the precinct and the hospital. The rest you find by asking. There's also a rental counter by the bus terminal for cheap hourly cars; bring them back, or they're reported stolen.
